Within the scope of the CEF Telecom 2015-HR-IA-0069 project which ended on  14th of June 2017,  HR Node had been established. It will enable connection of Croatian infrastructure (NIAS) with European infrastructure. Within the project, it will be enabled for the EU/EEA Citizens to access and use Croatian public electronic services, using their national credentials which are issued for electronic identification in other member states.

Institution which electronic services can EU/EEA Citizens access are:
  • Ministry of Finance – Tax Aministration
  • Croatian Pension Insurance Institute
  • Croatian Health Insurance Fund
  • The University Computing Centre - SRCE
  • CARNet Croatian Academic and Research Network
  • Agency for Science and Higher Education
  • The Croatian National Tourist Board
 
Participants in the project are Ministry of Public Administration as coordinator of the project and Financial Agency as technical operator.
 
  1. Where can I sign on to Croatian electronic service for EU/EEA Citizens?
EU/EEA Citizens can sign on to Croatian electronic services through link https://europe.gov.hr/ where all Croatian services for EU/EEA Citizens are published.
 
  1. It is not possible to sign on to electronic service. Why?
 
To be able to sign on to an electronic service, it is necessary to posses one of electronic identification means issued in EU/EEA countries which enables access to electronic services outside of the country. For the problems connected to signing on to electronic service it is necessary to contact the issuer of the credential in the country of the issuer and to check if it is possible to access electronic services outside the country with the issued credential.
 
  1. I can not access electronic service. What should I do?
 
In case of unsuccessful login it is necessary to contact service provider.
 
  1. Which atributes are provided for electronic service?
 
Mandatory attributes that are provided for electronic service are personal information of the user which include current family name(s), current first name(s), date of birth and a unique identifier. Optional attributes that are provided for the electronic service are first name(s) and family name(s) at birth, place of birth, current address and gender.
 
  1.  Why are personal information provided for electronic service in order to login?
 
REGULATION (EU) 2015/1501 of 8 September 2015 on  the  interoperability framework, defines requirements concerning the minimum set of  person identification data uniquely representing a natural or a  legal person. These information are provided for electronic services in cross border identification.
