Croatia offers 8 new e-services accessible to EU citizens via the internet

Accessing land records, applying for construction and location permits, buying a vignette for a boat, giving consent for a passport or identity card for a child - these are just some of the Croatian public e-services available via Internet to European citizens starting from December 2019.
The e-Citizens system was established in 2015: it offers as many as 77 e-services to Croatian citizens while 804.881 unique users have used the system so far.
However, as of 1 July 2016 the „eIDAS Regulation“ came into force, aiming at removing existing obstacles to the cross-border use of electronic identification means between Member States, especially in the area of ​​access to public e-services for citizens. Behind a seemingly simple formulation lies a range of technical and legal prerequisites that must be met to enable citizens of one EU Member State to use the e-services of other EU Member States and the European Economic Area (Norway, Iceland and Liechtenstein).

During 2016 and 2017 Ministry of Public Administration, with the support of the Financial Agency, implemented a project called "Ensuring Access to Croatian Public e-Services within the e-Citizens Platform for EU / EEA Citizens". This project enabled cross-border authentication, established the europe.gov.hr platform as the central platform for Croatian public e-services for foreigners and enabled the use of first ten public e-services for EU/EEA citizens.

In May 2018 project "ePIC - Electronic Public Identification Croatia" started, within which eight new electronic services have been upgraded so they can be available to citizens of the European Union and the European Economic Area:
  • eNautics - online registration of arrival of a foreign vessel in Croatian territorial waters, purchase of a vignette for a vessel;
  • eSeafarer - submission of the boatmaster's exam requirement;
  • eVessels - issuing an excerpt from the register of vessels, reporting the technical inspection of the vessel;
  • Registration of company via Internet - establishment of a new company online (d.o.o. and j.d.o.o.);
  • Real Property Registration and Cadastre Joint Information System - JIS OSS - issuance of land registry statement for the purpose of exercising rights over real estate;
  • ePermit - submission of requests for construction and physical planning;
  • Electronic Public Procurement System of the Republic of Croatia - participation in public procurement procedures; and
  • Compliances in the procedures in jurisdiction of Ministry of the Interior - obtaining ID card or passport for a child, registering the residence of a tenant.
The coordinator of the ePIC project is Financial Agency - FINA and project partners are Ministry of the Interior, Ministry of the Sea, Transport and Infrastructure, Ministry of Justice, Ministry of Construction and Physical Planning, and the Official Gazette d.d. The total value of the project is EUR 505.407 of which 75%, (EUR 379.055) is co-financed by the Connecting Europe Facility.
